A permanent resident is someone who has been given permanent resident status by Canadian Government. Please note that Permanent Residency does not mean you are a Canadian citizen. Also a person who is in Canada on temporary visa like a student or foreign worker, is not a permanent resident. If you want to travel outside Canada, you will need to show your PR card and your passport when you come back to Canada.
